With the theme of "Coordinating Water Resources Management for Water Supply, Food and Energy Production, and Environmental Conservation under the Changing Environment ", the purpose of the conference is to bring professionals including engineers, scientists, practitioners, and policy makers from the various areas including food and agriculture, energy, and environment to the conference to exchange the various studies and options with a particular emphasis on the coordination and governance of managing water resources for multiple purposes in a holistic approach and under the challenges of climate change and socioeconomic changes.

Chief Editors of five ASCE (American Society of Civil Engineers) journals on environmental and water resources areas had a workshop that was tied with IPWE-2107. The purpose of the workshop is to make authors or potential authors in international communities know more about the journals. The workshop included discussion about the journal scopes, submission, and review issues, and face-to-face question and answer (Q&A). The International Perspective on Water Resources & the Environment (IPWE) conference series are held by The Environmental & Water Resources Institute of the American Society of Civil Engineers (ASCE-EWRI). Prior conferences have been hosted in 8 difference countries. IPWE 2017 is the ninth installment of the conference series, which is organized by School of Water Resources and Hydropower Engineering of Wuhan University, State Key Laboratory of Water Resources and Hydropower Engineering Science of Wuhan University, and co-organized by  Chinese American Water Resources Association (CAWRA). The IPWE-2017 in China is the first comprehensive international water resources conference which cooperate with ASCE. China has threatened water and environmental sustainability. The conference organizers hope to take this opportunity to deepen China and international cooperation on water resources research, to enhance domestic scholars' influence in the field of international water resources and to provide chances for China's younger generation of water resources.

Besides the regular sessions, the conference also included two workshops, one is NSFC-NSF Joint Workshop: "Water Security under a Changing Environment--Comparing Challenges and Approaches in the United States and China", another is Journal Editor's Workshop. The aims of  NSFC-NSF Joint Workshop are further explore the complementary aspects of research on water security, identify potential research collaborations in water resources development and management for co-benefits of both countries and develop a joint leadership in common science and technology to enhance water security and environmental sustainability worldwide.
